Either that’s what it means OR the waiter messed up.

Oh my goodness, if you are walking down the streets of NYC and you have a bathroom emergency, it is almost impossible to find a public restroom in which you don’t have to go inside a store and purchase something!

You’ve got your packing list sprawled out, your passport by your side, and your mind racing with excitement.
